That was probably an influence for him on this particular strip but his personality is actually very different from Cartman's apart from the fact that he's a spoiled fat kid. I've always thought of Jeff as being more similar to Jason from Home Movies (maybe a bit too similar). Andy might be a bit like Cartman in that he's a schemer. I can see how you made that connection.
